Smart double whip switch with 3 modes

Hey guys I’m just wondering how I can get the switch for my ventilation in my bath smart. It’s a normal switch with two whips.

It’s set up so that if I switch only the button on the left down it’s on the lowest speed (1).

If I switch only the button on the right, speed is medium (2).

If I switch both down it’s on the highest speed (3).

For my other switches I use Shelley’s but I have no clue how I can smart up this kind of thing where 2 switches results in 3 different modes…
