Power Outage notification

I live in an area where our power goes out quite often and when our grid comes back online all my lights are on. It can happen multiple times a day and I won't know till I get home. This leaves my electrical bill very high at the end of the month. Does anyone know of a way for me to set up my alexa devices to notify me when they reconnect to the internet?
