Zigbee - boosting signal

I have a number (14) of GU10 Zigbee bulbs in outside lights, most of them are reliable and have a consistently good signal. 2-3 of them are often offline. I thought Zigbee means they create their own mesh network? All of the problematic bulbs are centimetres from other zigbee bulbs, so shouldn’t they have a strong signal from those nearby?

Would purchasing a 2nd Zigbee gateway help, or make no difference?
